The focus of the EU’s 15th sanctions package was on cracking down on Russia’s shadow fleet, as well as combating sanctions’ circumvention."

The 15th package targets 52 new vessels from the so-called shadow fleet, increasing the total number of EU sanctioned vessels to 79. These vessels (non-EU) are subject to a port access ban and a ban on the provision of services. 

The EU asserted that the designated ships had been found to engage in high-risk shipping practices while carrying Russian sources of crude or products, in arms deliveries, grain theft or supporting the Russian energy sector.
