UK Maritime Sanctions update 25 November
On 25 November 2024, UK Foreign Secretary David Lammy announced the biggest package of UK maritime sanctions to date. Lammy told reporters the “latest round of measures against Moscow represented the biggest package of sanctions against the Russian shadow fleet” – ships which the UK believe are circumventing Western restrictions on Russian oil.
The sanctions target 30 vessels and two insurance companies, AlfaStrakhovanie and VSK. This brings the total number of tankers designated under the UK’s Russian sanctions regime to 73. The UK government claims half the ships sanctioned in this package were responsible for carrying $4.3bn worth of crude and product in the last year.
The UK government sees the introduction of the Department for Transport’s insurance reporting mechanism, designed to track suspected shadow fleet vessels transiting the English channel, as responsible for exposing the two dubious Russian insurers and sanctioning the vessel KSENA (IMO 9232888) for ignoring the UK request for information.

Ships specified under the Russia (Sanctions) (EU Exit) Regulations 2019 are prohibited from entering a port in the UK, may be given a movement or a port entry direction, can be detained, and will be refused permission to register on the UK Ship Register or have their existing registration terminated. In addition, the Oil Price Cap exception is not applicable to services in relation to specified ships, or to the supply or delivery of Russian oil or oil products in specified ships.
